Start by tearing out pieces of paper, building up a pile of pieces roughly the same size. You could cut the pieces out, but I tore them to create a more textured look.

Using all-purpose glue sparingly, paste the pieces one by one onto the surface of the table as smoothly as possible, working with small areas at a time.
