Provides information and advice to promote contact and educational exchange visits between groups of young people between 16-25. Makes grants to youth groups and organises training seminars, conferences, young people's events and special projects extending and developing Commonwealth youth exchange.

Organises multinational teams of volunteers on up to 500 short-term work camps throughout Britain, Eastern and Western Europe and North America.
